OK, thanks for that PJ.
I had its base as an Auto Union but I wonder if someone has read that and misinterpreted 'Auto Unico' as 'Auto Union'?
I also read that Fissore was involved, but that would seem to be highly unlikely.  Where is that San Francisco?  Surely not the USA one?
I had another name for who actually built it as well, to Antonio Soldano's design!
Like to have a go at that one?!

Enrique Rocchetto must be the other name you have, but I don't think he had anything to do with this car, the plaque is pretty clear, the car was made by Antonio Soldano and no connection with Auto Union or Fissore.
The car Rocchetto made was a previous Autopuzzle:    http://www.autopuzzles.com/forum/2013-42/solved-wth-244-1954-1959-sport-rocchetto-from-argentina/msg276241/#msg276241 and he made it at the Liniers rail yards in the City of Buenos Aires, quite a few kilometers away from San Francisco, Córdoba.

I forgot to mention Rocchetto, but I know that is what a pretty known source reports (together with the Fissore - Auto Union caption).

On the brass plaque in the museum, the top lines are a translation of the English bottom lines (well, actually vice-versa). I believe exekiel has it correct. The car is styled to resemble the 1953 Ford X-100 dream car, and it's actually a pretty good job.

Yes, Rocchetto was the other name I was looking for but clearly lots of people are adding 2 + 2 and not coming up with 4!
I've given exekiel his point and it's time to move this now.
