What's this, who made it and when was it made for one point.

It's a 1947 Meteor. They made the same body to fit the Fiat 1100, 1500 and Lancia Aprilia. This photo  I would guess would be on a Fiat 1500 chassis but that is based soley on the wheels.

Almost 100% correct, it just is not a 1500 according to my source.
