It is a Degen car, but not the Steyr engined one.

Degen-Opel is correct. Do you have the engine capacity, too? How much liters did it have?

It was an Opel Kapitan engine, which was 2.5-liter. I'm not sure whether its capacity has been changed or not, however.

P.S. In starting lists it was listed as a 2-liter car

I think they're probably mountings for the headlights when required.
