It's Georges Monneret and his Caban Speciale.
(I'm having difficulty identifying the race. I know you haven't asked that question! According to Georgano's Motor Sport encyclopedia, Monneret came second in class at the 1931 French GP. He raced most often on motorcycles, and only did a few car races, so this is quite an important event, but there is no record of a class structure at the GP meeting. I can only assume that it was a cyclecar race at the same meeting. The Caban cars were Ruby-powered and built by Yves Giraud-Cabantous )
