Tell me who was responsible for this car, what powers it and approximately when it was completed

Straight to the top as I think it's quite difficult

To confirm the above, this car has a hand-built steel body. I found it online but I'm not sure where or if the source is still available. I think this is very hard as it is more or less totally unknown.

I'll give the sort of clue I don't really enjoy and tell you the builder's initials are R.G

The windscreen seems to be from a 1st generation T-Bird, but I'm almost sure the picture was taken at the GM Tech Center.

Was it built by Robert Gandall?

I don't know the builder for anything but this car. Maybe there were some Thunderbird parts used (the windscreen perhaps?), I'll have to check my source, but otherwise no connection
