Yes it is a Wolseley but not 1903.
Locked for you to either get the right date, or perhaps say what model this Wolseley is.

The year should be 1904 as all the similar cars found in books or webs are 1903 or 1904, about the model could it be the 8 or 10 depending of the size of the engine, but I can't recognize it by the picture.

Well that's good enough for a point, as it is a 10 h.p. and as you say the 8 is quite similar apart from engine size.
It is actually one of the first 10 h.p. cars and is dated 1901 - since it is in the museum at Gaydon, where the Wolseley records also are, I think that date would be right.
