I KNEW I had seen this photo recently, I just couldn't remember where (remembering gets much harder at my age).  It has finally clicked (from my research on NIC #421).  These are the two British built Eric-Campbell cars entered in the 1919 Targa Florio (Sicily).  Number #24 driven by Cyril Snipe and #23 driven by Jack Scales (both DNF).

Yes. If you look really closely you can read the letters EC on the radiator shell.

Not the sort of place you'd expect to see a couple of British light cars taking part in competition - Eric-Campbell were already in financial trouble and the expense of this trip can't have helped. 10hp 1505cc Coventry-Simplex engines.
