Thanks to Google search "car basket weave body steam" I found this is Richard Dean Anderson (MacGyver) in his wicker car "Birth of Legends"

I must admit I knew nothing about the TV series Legend, I don't think it ever made it to these shores, but thanks to You Tube I was able to watch Episode 1, where Janos Bartok shows Nicodemus Legend his car and says: "I call it the Bartok Steam Powered Town and Country Quattro Velocipede" and Legend answers: "I call it a land rover."

The QuadroVelocipede was powered by a Volkswagen 1600cc engine.  Judging by this photo, I suspect they made at least 2 of them:
