It is VW-based.
The year is close, but not quite right.
But who built it?

The book I have reads 1950/1951, so I supposed it has been built between those seasons...

The source (W.Melenk's 'Meister des Sports: Der Automobilrennsport in der DDR') writes the following about the car:

Sein Wagen entstand 1950/51 mit einem VW-motor. Im Winter 1952/53 baute Kaeppler ein voellig neuesTriebwerk ein. Lange bevor es einen Porsche 911 mit einer Ventilsteuerung nach dem gleichen Prinzip gab, war Kaepplers Tatra-VW-Motor mit kettengetriebener OHC fuer die damaligen Verhaeltnisse sehr leistungsfaehig und 1954 reichte es schliesslich zum dritten Platz in der Gesamtwertung.
