Yes, correct! It is also known as Troostscher Lastzug, named after Oberleutnant a.D. Troost who commissioned these truck-trailer combinations (the world's first) for South West Africa.

It looks like a "Bremser", a man operating the trailer brakes. Many truck trailers had such a brake operator seat or even a cabin.

The lever he is holding on to with his right hand would be a braking lever, not a steering lever.

I should have known this one...
My original 1903 source claims that it featured a 40HP spiritus engine.
It was a truck was used for the german Deutsch Südwest colonial troops (now Namibia):
