Not a Rover. I would not call the manufacturer obscure, at least not in the AP sense. :D

It's a 1912 Premier Cyclecar - there's another small photo on the net showing a driver in this car on the same street, but this is a period advert.

Thanks for the point. Although there are not many members active today, I'm surprised there were no early "takers" for what was a fairly straightforward investigation. AP is an international site, and we all get different offers from our ISPs when asking questions, but anyone in the UK simply had to look for images of 1912 British Cyclecar, and up it pops. The site with the photo was an image library which had misspelt the car as a Premire, but a quick check in Georgano for a car of that name, followed by a Google for the correctly named Premier gave many results.
Easy pickings, but maybe not for an inhabitant of another country.
