Thanks for the Lock Wendax.  I have a good 2CV friend in France that says he has seen this car somewhere, but can't recall where, so the artist's name may take a while, but I shall keep on searching  :-\

Thank you for the added clue Wendax.  Is the name you are looking for Jocelyn Bereau, a free-thinking 77-year-old artist with the nickname of 'Le Joss?'

Yes, this car was built by Messieurs Bereau, father and son. The son is working as an artist nowadays.
