In the Netherlands these things are called "Iron Dog". We had many many manufacturers of these and almost nothing is known about them. I could imagine it is the same for other countries like Switzerland. I remember seeing a Leiber in Switzerland, but after some futher research this was proven to be German.

I assume the engine up the front is a two stroke one cylinder affair. ILO maybe?
