I've not a lot of info about this vehicle; I presume Thorax is right when he says it has Topolino's wheels, and it's possible that other parts came from Fiat, but this vehicle is neither a Fiat, nor a Siata and nor a Moretti.

It has been built in Italy, but I wouldn't say by an italian car maker.  I just have a name and I know that some of these vans have been realised for the same customer.

As far as I know the maker never built truck, I don't know the base, and it was not intended for mail delivery.

No, It was intented for a local use, but on open roads.
