Looks more like Lancia to me.
I must be right - that's what it says on Wikipedia

Not Bugatti or Lancia, because it's actually a Fiat 1100 driven by Nuvolari....who is responsible for this Special, and where/when this race took place?  Locked for Saco.

Actually, this is a Bertone bodied Fiat 1100. It was tuned by Prof. Mario Speluzzi and Ing. Egidio Arzani.
It was built by Ruggeri's Scuderia Milan and the only prize it won was a Swiss Concours d'Elegance.

I found something about one of the two cars built by Scuderia Milan on Fiat 1100 B chassis and Bertone body;  I understand that one of the two was built for Mr. Ruggeri and the other for Nuvolari. The Ruggeri's car has been destroyed in its second race, while the Nuvolari's one is said to be the #279904 that now has been modified in the front, carries the plate number PS 8945 and has an Ermini 1100 engine.
