Oops, I had not spotted the little Union Jack on the side of the car...

I can't find any other clues apart from the wheels, but I have no idea what they belong to, so I will need to keep searching.

Wild guess: Riley?

Yes indeed. Built by Arthur Grayson using a Ford 1172s/v engine in an Austin 7 chassis.

One more point to you. I'm surprised the Experts couldn't solve this one.
