My guess of Talbot was a bit dumb - those wheels are bolt-on wires, which indicates that this is a fairly mundane donor car. However, it would be unusual for a Continental coachbuilder to bother working on something really pedestrian. All of which has me puzzled. Even the Rover Speed 14 had knock-off wires.

Is this from an American-owned company?

Perhaps a Riley Blue Streak (16/4) of 1937 or '38?
Opinionated but sometimes wrong

not a Riley or Humber, but the donor was owned by an American company at this time

Vauxhall, 1933. I don't know the model, but I assume you may be right. I give you a 24-hour lock to find the coachbuilder - it won't be easy
