My poor brain is drawing a blank on this.  However, at a guess, is it one of Horace Richards' H.A.R. specials ?
I knoiw the later version(s) had independtne front suspension but there were earlier versions....

It has been discovered that this is a Riley special. It won't take much work to find out which one. Bumped......
