You've said it was not homemade but I have a hard time imagining that such an absurd-looking car was meant to be sold by a company. Was it built for a special purpose, like for a TV show or for an art exhibition ?

It was photographed at a garage. At the front in place of the number plate there's an abbreviation of the garage. It is possible that they only offered this for sale or used it as a promo vehicle - I don't know. As a clue: it resembles a movie car and its name suggests this as well.

Is the car supposed to look like Cruella De Vil's car, hence is it named Deville ?

Well, I only spent half of my day browsing pictures of dutch garages
Cruella De Vil theme custom spotted at the Garage Van der Steen Hella Service in Poppel, Belgium. Based on an Opel Astra.
Probably the ugliest car ever posted on AutoPuzzles ?
