It's the homebuilt three wheeler built by john Hargrove the proprietor of the OK County 66 museum near Arcadia OK.  John says he was inspired to build his creation by Morgan three wheelers.  He started with a wrecked 2007 Chevy Malibu (another source says it was a 1979 Chevy Impala -  I am inclined to believe it was the Malibu), but obviously added a good deal of custom bits.  So far, I haven't discovered if he has given it a name, but he says he wants to drive it the full length of old Route 66 from Chicago to Los Angeles.
