This is one of the Ellenators from Auto Ellenrieder in Germany. They transform SEAT Ibizas (like the one in this pic), VW Polos and Skoda Fabias by placing the rear wheels closer together and downgrading the engine, so that they are reclassified as low power three-wheelers and can therefore be driven by 16 year-olds.

So just moving the rear wheels inboard hence ruining the handling means 16 year olds are entitled to drive it instead of having to wait until they are 18?
Can't say I see the logic there...
