Roots & Venables paraffin oil engined vehicle. Built at the Armstrong Whitworth Motor Car Department, Scotswood Works, Newcastle upon Tyne, early Twentieth Century

That's what I was looking for.  Sorry PJ, but your answers were either side of the winner, although I thank you for the additional information. The makers used all sorts of power units in their vehicles, clearly unable to make up their minds as to what "the future" was.

Don't worry...I just Googled "Royal Mail" plus few words and find that flikr page, and did not spend a lot of time on this.
I use to post as soon as possible just the basics to hope in a lock and get back with further details later, hoping that who arrives later will just recognize it's been (almost) solved.
I would not have completed someone else's reply if I know he could make it himself but my answer was incorrect (not the one you were looking for) and incomplete and his was 100% correct.

A nit-picker comments that it could well be from 1900 but it has the Edward VII Royal Cipher so the photo is 1901 or later!!
