It's awfully similar and is by Scaglietti, but it's not an Ermini..

It is also very similar to a Ferrari Mondial, but then with a Fiat base maybe ?

Is this one described in the Scaglietti book as a Scaglietti Fiat 1100 CC Mille Miglia, 1953 ?

Close enough I think.
There is a nice website with lots of pictures of this car, where it's described as a Fiat 1100 S Barchetta Scaglietti 1953, so I think we'll call it solved.
