It's a McCandless Formula 3 , built by brothers Rex and Cromie McCandless in Belfast and raced in 1954/55, mainly in Ireland, and with some local success.

Front-mounted Norton engines, and with four-wheel drive and transmission braking. Rex was a brilliant intuitive engineer who designed the Norton "featherbed" bike frame.
