Aaargh... I know I've seen this before but I can't for the life of me remember what it was... I seem to recall it was a kit from a Scandinavian country, am I right or off the mark?

Yes indeed.
Apparently it's meant to be a modern interpretation of the Skoda 130 RS rally car.
