It's nothing to do with Triumph at all.
The styling might well have been influenced by the TR3 but it's not meant to be a replica at all.
Here's a picture of the rear from which you will see the resemblance doesn't extend that far back!:

The body feels well-made, probably not home-made, so is it a US kit car?

There does seem to be a Devin connection, but it's not 100% sure!

Were the kit-car basis and this very car built in the same decade ?

I don't know; I know when the base car would date from but I don't when this body was fitted so can't answer that I'm afraid.

I've found some photos of it in a forum, the car has a "Panther V8 2.5 litre" badge on its grille, the chassis and engine are Daimler SP250.

I was in a bit of doubt whether to say there was a Devin involvement, as I know once you give a positive answer like that then the puzzle is over.
Of course, if there was a definite Devin involvement then there is no alternative, but in this case there is no actual proof.

The badge says Panther 2.5 V8 and the engine is a Daimler 2.5 V8. The Panther connection is that there was going to be a Panther kit car with a Daimler 2.5 V8 in a Devin body produced by a company in New York State (picture below) but no connection between that Panther and the puzzle car had actually been definitely established.  Someone has put a lot of work into building the car, but maybe it's just a home-build with no real connection to any Panther but he found a badge that looked good?  But where would that Panther badge come from?  I believe only one of the Devin-bodied Panther 2.5s was ever built, so there's hardly going to be a stock of Panther badges at your local spares shop is there?!

We'll have to see if any more information about this car comes to light.

On the site where oko94 found the answer it says about this car:

1) That the serial tag calls it a "BBG Custom"

2) Here is what a poster has written:
