After trolling the MANY!!!! beetle blogs, I can only come up with some general information about this one.
Its a home built design from Washington that was later sold in California. Its stretched and lowered but retains its original drivetrain and 6 volt electrics.

Quite so, abut I have a name and date for it (though the date is no doubt the original build date of the car it's based on), which are needed for the point!

I guess the base is a '61 VW but I have no idea when the "improvements" were done!
