This is a South African Aqua Sport from ~1992, usually powered by air cooled VW sources.

Ah I think I've found the exact car, thankfully well documented!

Looks like this was initially powered by a VW Beetle engine, as expected, but with plans to be powered by 40,000 volt Lithium batteries. The name could also be revAMP Project.
