Im sure this is a sketch for a prototype of the car called joymobile> I came across it once featured in a article,can,t remember where though.

the information I have has 1954,as the year and it used a 43 hp delettrez diesel engine,jean&jacques that were behind it?

That's the car, the engine and from when it dates, yes.
But I have a different company behind it, so I'll lock it for you to dig into a bit more.

Yes it was, so this is now solved.
It was actually going to be a joint venture between Washmobile and Delettrez.

You are right. The name was in fact JOYMOBILE I think...
