Yes, it's the WM, so it's locked for you to look into further and tell me who built it.
1987 is probably right (I have it as 1988 but it could surely be either..)

It was indeed 1988, but a similar - but not the same - device ran at Le Mans in '86 and 87. Built by Gerard Welter and Michel Meunier- both of whom worked for Peugeot - it was intended to be the fastest car at Le Mans, a feat it achieved clocking 253mph on the Mulsanne Straight in '88, driven by a very brave man called Roger Dorchy. Having achieved this speed the team packed up and went home with more than 12 hours of the race still to run.

Very interesting.
But who actually built this car (not Welter and Meunier, although it may well have been their commission)?!

You've got me there. Everything I have credits them with the actual construction. Of course M.Courage might just have done it - he had the ingredients to hand -  and I seem to remember rumours at the time suggesting that there was a lot more Peugeot involvement than anyone was admitting to

It wasn't an individual but a company.
Find the puzzle picture and it's scrawled all over it (I've removed it of course!)

Ah....You mean Heuliez ?  I thought they were just sponsors, although considering what they did at the time I guess they could have built it.....

I did mean them, yes.
It's my understanding they built it!

Here's a picture of it in its full glory:
