Well, it has the high-waisted look so typical of early Japanese automobiles . . . so I started the search with Toyota. I think, if am reading a poor translation correctly, that this is one of six prototype Toyota electric-powered vehicles built on the BA passenger car chassis of about 1940- 1941.

That's it exactly.
The 6 prototypes were built in 1941 based on the BA chassis, introduced in 1940.
They never entered production.
