I think el_monty got it.
Oscar M. Delgado built this Anfibio (that is now in Tandil's Petit Museo) and tested it with a 200cc Zanella engine in the Lago del Fuerte. It now has got a 4-cylinder Yamaha 650.

All that I have (in Spanish):

"La persona que lo diseñò primero construyò las herramientas y una vez construidas, armò un vehículo anfibio para disfrutar del agua y la tierra al mismo tiempo. En el Club náutico de la ciudad de Tandil fue presentado este mini auto anfibio, construido con la idea de transportar a dos personas en el agua. Las aguas para que este auto pueda circular, deben estar calmas sin interesar la profundidad de la misma. La primer prueba que realizò su diseñador la hizo en una pileta familiar, para quitarse todas las dudas acerca del flote.
Luego, muy de a poco, comenzò a aplicarle los accesorios correspondientes. Esta idea comenzò hace aproximadamente 6 años, fundamentalmente para que el vehículo lo usen los màs chicos. Los caños estructurales del chasis, son de una jaula y la carrocería es en fibra de vidrio. Tiene dos sistemas de apertura de puerta, uno en ala de gaviota y otro convencional. El motor es de una moto de 200 cm3 de 2 tiempos con 5 velocidades. Una caja inversora, y un diferencial de 3 velocidades que sirve como alta y baja. Tiene frenos a disco en las 4 ruedas y suspensión independiente. Posee 2 butacas, tablero convencional y barra de dirección regulable en altura. Està equipado con levantavidrios eléctricos, freno de mano y variación de altura en la suspensión para sacarlo del agua. Cuando el auto flota, la hélice se baja y se conecta con la dirección. Es posible tambièn ingresar al agua con la hélice en funcionamiento, todo depende de las condiciones del suelo. El escape està por arriba del nivel de flotación y puede hundirse de 8 a 10 cm funcionando normalmente
