it's one of the cars that appeared in a movie by Michel Gondry called 'mood indigo'.
The cars where placed on Paris streets in april 2012.

After some digging I found this:
The cars where designed by the Peugeot design center, mainly by François Duris (brother of Romain Duris, main character in the movie). the cars where actually built by Charles Heidet.

I don't think Peugeot was actually involved, but it's correct that the cars have been designed by François Duris, a Peugeot stylist, probably in his spare time.
