Made in Germany ?
Yes

Advertising vehicle?
Forget about that ... is a device used to lift/move the car or any of its parts?
No, neither anything to do with advertising

I'm pretty sure the back of the car would be a big clue...is it a device to monitor what is behind? Like measuring the space above before passing with an high load?

The back of the car will be no help, as the device is concentrated on the front of the car (for good reasons).

Known brand or obscure ?
Not obscure

1914 Opel?
Not as known as Opel, but the time is about right.

Yes! What particular threat was meant to be tackled with this device? Any idea?

Ropes or cables tied to trees or poles across the road ? Hence is it a military vehicle ?

Correct!
That earns you a lock for one guess about the make of this car.

Alphabetically close, or close because the brand is historically linked to Presto ?

Yes, correct! I'm not sure about the model, could be a G10. The license plate is an army plate, issued from 1914 to 1919.

The wire-cutting device seems strangely sophisticated compared to the simple steel slope welded to the front bumper of some WWII Jeeps and Dodges. German engineering versus American down-to-earthness ?
