No, nothing to do with Mazda.

It looks like someone's effort at producing an up-to-date Austin Healey 3000. If so, is it a kit car or a manufacturer's effort? ???

That's pretty much what it is.
No kit-car companies involved but more than one car company was.

OK I found the info now. This is called Healy (sic) Enigma by Healy Designs of Norfolk, and it originally had Ford Granada mechanicals, but was later reenginered and offered using the MX5 as base (that's what I remembered it as)

Healy Enigma is correct, yes, but it's not one of the Mazda-based kit-cars produced from 2006 onwards.

This particular one was jointly developed by Healy Designs and another company, whose engine was supposed to power it (though I'm not sure it actually has one under the bonnet..)

So, what was the other company and where was this car made (not in the UK)?

Locked for you now!

Let's see. Digging a bit more I have found some more info that may be more in line with what you have. The following text is from a well-known kit car website:

"Joe Lamberti originally approached MG Rover with the idea resulting in board-level meetings with a view to making the project a sister to the MG SV, with the idea being to produce it in the same Italian factory (ex-Qvale) as the SV (formerly the Qvale Mangusta), and using Rover 75 running gear and  engine, although ultimately it didn’t progress any further, mainly due to MG Rover collapsing in 2005. Hence the original 2006 launch onto the kitcar market"

Very good.  That's nearly all the information I was looking for.  It's not clear whether a Rover engine was ever fitted or if the Granada motor was the first.
The only thing you still haven't got is where the car was built.  It wasn't Italy or the UK; in fact I'm not sure the information is available on the 'Net but I'll keep it locked for you to see if you can find it.  If you can't it might have to be guesswork!

Well I haven't been able to find any info about where the original 2006 concept was built so I will guess. Maybe Germany? Since it apparently ended up using a Ford V6 from Cologne.

Oh. I have found a source that seems to indicate that the car is built in Latvia. Is that the answer?
