Built by ateliers Jicey de Viroflay de Jean Caillas in 1947.
Powered by a 2-litre Peugeot engine.

I don't think that's got a Peugeot engine and I think that may be a BMW engine
Opinionated but sometimes wrong

You are right...the Peugeot engine was changed with a BMW-Veritas.

The car is yellow - I have a feeling that the driver (possibly the old man in the photo) was the Belgian Georges Berger.
I must be right - that's what it says on Wikipedia

The prototype made entirely in Jicey workshops Viroflay Jean Caillas, made his first laps in the summer of 1947 and has taken place along the stretch of highway west not yet in service. Painted blue France, she was immediately presented to the Motor Show in October which was held in Paris at the Grand Palais. This new race car was greeted favorably by all of the press, and will soon attract the interest of Eugene Martin racing driver who will bear purchaser. This is the beginning of a long sporting career ...
First it was equipped with a Peugeot engine and then a BMW engine

Berger was killed in 1967, and this photo looks newer than that, so I was almost certainly wrong. But it's odd that the car is yellow, but has the French colours in ribbons.

Google suggest the car was found in Belgium after many years, hence the yellow prior to restoration?
