The driver is T.Edwards pictured at the 1921 JCC 200-mile race at Brooklands. The puzzle image site states it is Anzani powered, but the results I found claim Coventry-Simplex. Isn't the internet a wonderful thing?
I must be right - that's what it says on Wikipedia
