Pretty little car which appears to have a Porsche engine (or Corvair ). Elva made several Porsche-powered sports/racers in period but it doesn't look like one to me. US one-off maybe ?

Yes, you're right, it's Porsche-engine.
Nothing to do with Elva though - it's a US-built one-off.

You are correct so far but there were more involved than just Hans Adam.
Who actually constructed the car and when?

It was constructed by the owners of PAM Foreign Cars, Hans Adam, Scooter Patrick, and Don Mitchell. It was made in 1964 and was based off a wrecked Porsche 550 that they had bought in 1961.
