Is it an example of the horseless carriage utilizing the 1879 Selden patent?

OK, Selden applied for the patent in 1879, but, after several amendments it was not finalized and issued until 1895. That being said, is this a working model of the Selden road car?

But, the car on the photo is a reconstruction.

This is a replica of the Delamare-Deboutteville. Édouard Delamare-Deboutteville and Léon Malandin started working on a self-propelled car in 1883 and had it patented in 1884. The engine was a two-cylinder 4.4-litre engine giving 6 hp at16 rpm, built by Thomas Powell of Rouen. The heavy engine vibrations destroyed the chassis. Delamare-Deboutteville carried on trying until 1890.
