Yes, a Volkswagen Typ 18A. This version was built by Papler of Cologne, a similar one was built by Austro-Tatra. The Typ 18A by Hebmüller and Karmann usually had cloth doors.

That is a Volkswagen Typ 18A, but not by Papler, but by Austro-Tatra, recognizable by the little bump in the engine hood where the second alternator is located.
