It is project EA266 prototype designed and built by Porsche for VW. It was meant to be a Beetle  replacement.
Cancelled due to the high development costs. This dates from the late 60's ,early 70's.Would have been a range of cars including a 3/5 door hatchback as well as a coupe and roadster  designed by Wolfgang Mobius who went on to design the 928.
It was powered by a 4 cylinder 1600cc engine located under the rear seat.
I would post more info as the article I have got this info is in German from a magazine I own,except I do not speak German !!!!!

The design actually seems to go back to 1966:

The bottom  picture is very much like the top puzzle picture, and the design did seem to vary a lot
