It is based on a Lincoln Navigator, from about 2011.  Not sure about the "L model limousine" part.

This vehicle's base is a Lincoln Navigator recently modified, in China, into an electric limousine.  I believe it was created to haul VIP's at a recent Chinese conference on electric vehicles.  I haven't been able to locate a manufacturer's name, or model, yet, but I'll keep hunting.

Update: Still no luck on a name or model.  However the the name of the conference for which this, (and a number of other electric vehicles) was created is the: Shenzhen World Electric Vehicle Conference.

It is an electric limousine, and was presented at a Chinese conference on electric vehicles.  I haven't seen information stating that it was constructed in China.

I haven't seen anything stating that this vehicle was actually designed/manufactured in China either.  This was my inference based on the style, given the known Chinese preference for chauffeur driven vehicles.  However, it is my understanding that there was a parade of some 60 electric vehicles at this conference of which this was one (#02), and that the vehicles in the parade were of both foreign and domestic manufacture.  Therefore the puzzle car might not be of Chinese manufacture, but it is my educated guess that it is.

At this point I haven't yet given up on finding out a name and more details for this vehicle, but, given the amount of time already expended, I am not optimistic on being successful.

The electric powertrain is Chinese.  The brand name attached to this vehicle is American.

I found the original puzzle picture and the caption simply said: Lincoln Navigator New Energy vehicle

But I also found a rear view, which says Krystal T.S.

"The Krystal — T.S. Luxury Electric Vehicle is an all-electric four passenger ultra-luxury sedan based on a heavily modified SUV chassis. The completely re-configured drivetrain is powered by Thunder Sky Rare Earth Lithium Ion batteries and a UQM Brushless Permanent Magnet motor. The result is a 200kW (268 Hp) rear-wheel drive system that boasts 112 kW-hrs of stored energy and a range of 180 miles at freeway speeds. This model is in the final design stages. A fully functioning prototype was successfully demonstrated and displayed earlier this month at “EVS 25”, the World Battery, Hybrid and Fuel Cell Electric Vehicle Symposium and Exhibition in Shenzhen, China. Full production is expected in first quarter 2011."

I have been totally unable to solve this one in spite of a lot of research.

So, just to keep it fun, here is a photo I found while searching Google.
An apparently PhotoShopped Navigator Rickshaw in China.  Not a bad PhotoShop job either.

Krystal indicates the Krystal Koach company of California.  They had financial difficulties while building limos, re-organized, and partnered with Thunder Sky for future product development.
