What car is this?  Include the names of the car, builder, and what car it is based upon.

There will be no LOCKs in this batch of puzzles, so guess carefully.

An unusual custom, it was built within 10 years of the production date of the car it is based upon.

It is Buick-based, built by William Moal.

The year assigned to this car is before 1922, and the car has a name.  It may also be called Battistini Special, but the white one is a different car.

It is the Green Hornet, based on a 1918 Buick E series. This special was built some time after 1922 by William Moal. The Buick Car Club of Australia tells the whole story on its website.

One point to Wendax for the correct answer.

The white Battistini special seems a little plain, after seeing the Green Hornet in color.
