The rear part of the vehicle is a Ner-a-car motorcycle by the motor looks a model B, but I haven't found any references to a three wheels model, my estimation for the ear is 1921-23.

I have a reference that says that the British Ner-a-Car was produced in the USA (at Syracuse, New York) as the Neracar (same spelling, but no hyphens), and that the tricycle (called Light Delivery Van) was only produced in the US.

Here is the original image, without hyphens in the name...  I have no other information about where it was built.
