It is electric powered. The weight of the battery pack, keeps the vehicle balanced even in extreme road conditions.

I'm having real difficulties finding that vehicle, so I need to fish for more clues!
Is the maker of that bi-cycle known for other car-related inventions?

The creator of this car is from Chicago, Illinois.
He has numerous patents concerning electricity. Some would apply to cars, but they don't seem to be specifically aimed there.

I feel it has to have some connection with the 1880 Otto Dicycle:

An 1899 two wheeled electric vehicle (car?, bicycle?) constructed by A. B. Holson of Chicago, Illinois, USA.

And the point goes to 4popoid for the correct answer.
I haven't found a connection to the Otto Dicycle.
