Well the Berlin number is much later than the car in my opinion.  c1930 where the car would be 1912-19.
My first thought was a Berlin maker, but that numberplate now makes me think it is not.

Built from an older chassis mated to a c.WW1 aero engine, but registered for the road in 1930? I think there is limited demand for a mobile tombola* game. That's a pretty big fuel tank, which makes me think it's a larger-than-usual motor to feed.

(* for non-UK members, it's a sort of lottery where numbers are drawn from a cylindrical container which is turned by a handle to mix-up the lottery tickets inside it.)

I thought of Steiger before, but I couldn't find any pictures of a Steiger with four exhaust pipes located that high. But I will try to contact a German Steiger expert.

I had a nice mail conversation with Michael Schick, the author of the Steiger book. He is 90 percent sure that it is a 1922 Steiger Sportmodell, the SWB version on a 2600 mm wheelbase. For a short time it was equipped with those four exhaust pipes.

I call this puzzle solved and award the point to Joao.
