The closest I can come is a French Latil.  The model number I have is H14A1 TL 10P but it is not exactly identical to your photo.
It is an agricultural/forest tractor.

Well, I thought I had it close on the first one.
Travelling through my meager French tractor sources only comes up with a possible, Labourier but I have no model number.

If this is not correct, please unlock as I may not get to further research on this one for a bit.

While I have not found an exact match, I found several vehicles very similar that were said to be Saviem-Latil marques
Also one that said Latil-Saviem.  The closest matches also used the designation H-14 in all cases.

I have now found a photo of almost exactly the same truck.
The name on the radiator top is "Saviem" but it is on a thread devoted to Latil trucks.  Sadly, no model number.

I suspect that this is more or less the same Latil truck I found earlier that was continued after the merger with Somua which then became Saviem and was renamed Saviem.

Yes, it is a Saviem tractor which originates from Latil. I need the model designation for the point though.

Many, many hundreds of Latil photos are now permanently etched in my brain.
Lots of photos, little hard information and most of the vehicles are heavily modified.

How about a TL 23?  I fear I will never find your photo on the internet so I have to come as close as I can.

Yes, it is a Saviem TL 23. The photo was probably taken at the Leipzig fair.

You know me well, I am not especially proud of my solution and the point I gained as I could not really prove my answer.
But, given the time I spent, I guess I won't cry too much.

Below is the closest example I could find and it had no caption to the photo.

Sorry for all the edits.  The TL 23 designation was from a highly modified photo that didn't look much like yours.
