Grille makes me thing its a pre-war BMW, I'm guessing a 328.

It is based on a prewar BMW, probably a 328. That was the easy part. Any ideas about the driver or who built this car?

After lots of searching, the only driver that I can find associated with Basler Spezial is: Waldemar Zipperer, and that is in only one race at Karlsruhe-Durlach in 1946.  I'm not familiar with this individual, but I think Zipperer is a wonderful name for a racing driver.
