I'm certainly glad you took awhile to move this one up, as it took a lot of research.  I think this is a stand for the Belgian brand De Cosmo (Liege 1903-1908).  The one shown in the foreground  is probably an early one (24/30 CV?) as it is a four cylinder, not the six cylinder model introduced in 1906.
