I read that the very first batch made by Dixi only used Austin parts shipped by Austin from the UK... So technically can we assume those were "genuine" A7?

Apart from that, could it be one of the very first Rosengart LR2?

Ok, so if I understand well, it is a genuine Austin Seven but was not manufactured by the Austin Motor Company in the UK?

Yes. As you can see from the manufacturer's plate, it is officially an Austin Seven. Just the company mentioned on this plate (whose name I have obscured) is not from the UK, and has a name one usually does not connect with this car.
